iOS 7 introduced some new privacy settings. One of them controls access to the microphone. This needs to be enabled for Voice Changer Plus to work. Here's how to turn it on if it has been turned off:

Open the Settings app on the home screen
Tap Privacy
Tap Microphone
Make sure the switch for Voice Plus is turned on (green)
